Voluntary Planning Agreements (VPAs)
Council may consider an offer from a developer to enter into a voluntary planning agreement under Section 93F of the Environmental Planning and Assessment Act 1979 at the time Council assesses the planning proposal (rezoning application) or development application.
A planning agreement requires the developer to dedicate land free of cost or provide any other material public benefit or a development contribution payment or any combination of them to be used for or applied towards a public purpose, however this is negotiated as part of the planning agreement.
