Campbelltown Local Housing Strategy

Campbelltown Local Housing Strategy examines the housing needs of Campbelltown’s current and future residents and puts forward an evidence based approach to managing sustainable housing growth to 2036.

In March 2018, the State Government released the Greater Sydney Region Plan (Region Plan), and the Western City District Plan (District Plan), which includes the Campbelltown Local Government Area (LGA).

The Region and District Plans require all Sydney Councils to develop a housing strategy to manage projected population growth and meet housing targets set by the State Government.

Consultation and engagement

The Campbelltown Local Housing Strategy (LHS) was prepared by Campbelltown City Council in 2020 following the commencement of the Campbelltown Local Strategic Planning Statement (LSPS), which came into effect on 31 March 2020.

The relevant actions of the Campbelltown LSPS specifically relate to the preparation and use of the LHS to:

2.1 Develop a comprehensive Local Housing Strategy for the Campbelltown LGA that identifies and prioritises the areas for growth having regard to housing demand, growth trends, and the existing and likely future housing stock.

2.2 Use the Local Housing Strategy to provide the evidence base for Campbelltown City’s 10 and 20 year housing targets and dwelling mix, and to determine infrastructure capacity constraints and potential sequencing of housing delivery across the Campbelltown LGA.

  • The LHS was prepared using an evidence based analysis of housing demand and supply in the LGA, and following extensive community consultation and input from relevant State Government agencies.

Developing the Strategy

The Campbelltown Local Housing Strategy was considered and endorsed by Council at its extraordinary meeting of 29 September 2020 and forwarded to the Department of Planning, Industry and Environment (DPIE) for their approval.

The LHS will guide decision making for future local and regional decisions on housing provision and growth in the Campbelltown Local Government Area. This review process will inform future reviews of the LSPS, the Campbelltown Local Environmental Plan 2015 and Campbelltown (Sustainable City) Development Control Plan 2015 to ensure consistency in Council’s planning policy framework relating to the sustainable delivery of appropriate housing in the LGA.

Department of Planning Infrastructure and Environment – Approval requirements

On the 7 July 2021, the Department of Planning Infrastructure and Environment granted approval to the Campbelltown LHS subject to sixteen (16) conditions(310KB, PDF).

These approval conditions require ongoing work to be undertaken by Council to achieve a number of key milestones relating to housing supply and diversity outcomes in the Campbelltown LGA:

  • Refinement of the proposed housing delivery target for the 2021 – 2026 period from a range of 4,700 – 8,200 new dwellings, to a range of 7,100 – 8,250 dwellings
  • Review of the Campbelltown LHS in consultation with relevant Government agencies to consider the implications of ongoing State planning reforms, timely delivery of supporting infrastructure, and preparation of an updated Implementation and Delivery Plan to facilitate agreed housing targets
  • Set dates for completion of planning proposals relating to housing supply
  • New monitoring requirements for data collection on housing approvals and completions
  • Further work to review and amend CLEP 2015 and the Campbelltown SCDCP
  • Examination of a Campbelltown Affordable Housing Rental Strategy
  • Ongoing review of population and dwelling demand projections.

We are continuing to work with the DPIE Regional team to ensure the successful completion of the Campbelltown LHS approval requirements in a timely manner.
