On-site sewage systems

If you live in a house that is not connected to Sydney Water sewer mains, then it is likely your yard contains an On-site Sewage Management System (OSSMS). If this is the case then you have a responsibility to ensure your OSSMS is working well.

On-site sewage management systems include:

  • Septic Tank Systems
  • Aerated Wastewater Treatment Systems
  • Pumpout Systems

In 1998 the Local Government Act was amended to include regulations regarding on-site sewage management systems. As a result of these changes it is now mandatory for home owners to obtain an "Approval to Operate" from Council for any OSSMS.

Council has implemented an ongoing inspection program for all OSSM systems within the Campbelltown City area.

What do I need to do to get an "Approval to Operate" for my OSSMS?

For Existing Systems

Complete the Application Renewal – Approval to Operate a System of Wastewater Management(PDF, 121KB) form and submit it to Council with payment of the application fee.

For a new Proposed System

Complete the Application to Install and Approval to Operate a System of Wastewater Management(PDF, 135KB) form and submit to Council together with the required information and fee payment.

Wastewater Management and Water Recycling Strategy

Council's Wastewater Management and Water Recycling Strategy(PDF, 1MB) was formally adopted by Council on 7 July 2009.

The revised Wastewater Management and Water Recycling Strategy is intended to be a practical guide providing information about the operation and regulation of wastewater management systems and private recycled water schemes, to ensure these systems do not cause a threat to the environment or human health.

As a result of Council's adoption of the strategy, Council's compliance staff have begun writing to wastewater management system and private recycled water scheme owners, requesting that those who do not have a current "approval to operate a system of wastewater management" (or that have an approval that is about to expire), submit an application. Application fees apply in accordance with Council's Fees and Charges.
